They make water balloons harder now. Damon (my best friend) and I were throwing a water balloon (let's just call them WBs) back and forth and it hit the ground three times before it popped. I couldn't pop a different WB on myself (it just leaked). Once when Damon and Reed (another friend) tricked me and Reed throw a WB at me it bounced of me and popped on the ground. Another WB also did this. I mean they simply don't just pop any more.

Alas, they don't pop easily. However, I think that might be an advantage if you were having a water balloon toss.
