I think this is a publicity still from the 1920-23 period when Buster was making his own shorts (post-Arbuckle). There's more than one of those terrific short films that this could be associated with, but it's not an actual frame from any of them.

Buster is my favorite out of all the early film comedians.

And, like the great Harold Lloyd, he did his own stunts - many of them extremely dangerous!
Insane, even.
